Scope of Activities

 

The aim of Human Resources Development Authority of Cyprus

 is to create the necessary prerequisites for the planned and systematic training and development of Cyprus's human resources, at all levels and in all sectors, for meeting the economy's needs, within the overall national socio-economic policies.
Public Relations
Raising the awareness of enterprises and providing information to the public about the significance of training are important priorities for the HRDA in the public relations area.
The promotion of HRDA's training and other schemes is at the forefront of its public relations activities. This is done through distribution of information literature, visits and personal contacts, talks and lectures, publication of articles and announcements in newspapers and magazines of employers' organisations and professional associations. It also makes use of media interviews, articles in the press and contacts with media representatives. In recent years, special attention is being focused on the schemes concerning Training Infrastructure Support, Consultancy Services, the Strengthening of the Management Capacity of Enterprises and Technological Improvements.

More particularly, in recent years, the HRDA has organised or participated, among others, in events for the benefit of its associates and the public in general, such as the annual Meeting between the HRDA – Training Institutions, ceremonies of presentation of Certificates for the European Business Development Programme (EBDP), the annual International Education Fair and Press Conferences.

Campaigns for attracting new entrants into the labour market

Specially designed campaigns are organised almost annually for attracting young people to training programmes and into the labour market. The objective of the campaigns is to attract candidates for training and employment in technical and hotel occupations.

The campaigns make use of radio announcements and interviews, press reports and press releases as well as visits and talks at national-guard camps for informing school leavers about the labour market.
 

HRDA's activities encompass five major areas:

1)      The formulation of an integrated training and human resource development policy in accordance with the priorities of national socio-economic policies, on the basis of which appropriate training activities are promoted and training costs are distributed.

2)      The continuous assessment of the economy's training needs on the basis of which an integrated training policy is formulated.

3)      The modernisation of the training system with the creation of the necessary infrastructure, the systematisation and certification of training and the introduction of standards of vocational qualifications.

4)      The distribution of information to enterprises and the public in general so as to raise their awareness of the need for continuing training and the provision of advisory services.

5)   The analysis of the acquis communautaire in the training field and the promotion of actions for facilitating its adjustment and convergence to European systems and practices.

Short presentation of the institution

 

The Human Resource Development Authority of Cyprus (HRDA) is a semi-government organisation and was originally established under the provisions of Law 21 of 1974 under the name of Industrial Training Authority of Cyprus. On 1st November 1999, the Human Resource Development Law, No. 125(I) of 1999, was put into effect. The Authority refers to the Government through the Minister of Labour and Social Insurance who is, by law, the competent Minister.

The Authority is governed by a
13-strong Board of Directors, comprised of Government, Employer and Trade Union representatives.

Its operations commenced, with a considerable delay, in 1979, which was due to the dramatic consequences of the Turkish invasion and occupation.
