Before starting the game let the learners train for 15 minutes. This will give the opportunity for the learners to see each other playing. After 15 minutes the teacher chooses the two team leaders. Ask the team leaders to choose a person they want in the team. The person chosen chooses another. This goes on until the teams are build.
